Apparently they've been in the "wrong" spot for years now, I just never realized it. I do think the lights would be much more amazing if they were based in the very center of the water falls in the memorial site - I wish that they would have worked that into the design. I like my fourth photo above because it sort of looks like the lights are in the "right" place next to #1 WTC...
